Not entirely the same.. and Floch’s action are done out of fear and his thinking is very hypocritical. Why kill the volunteers and make them submit to you when they are the one’s trying to help your ppl. It’s not entirely them against the world in that case… and telling them “what’s wrong with submission ” when you’re literally trying to avoid that and fear it lol
