When I started my first bujo, I got it from a craft
store on clearance for less than a dollar and used preexisiting pens and such except for some washi tape (also on clearance). That being said:

Journal
If you’re just starting out and not sure what you want, you could use a spiral bound notebook, composition, or really anything with paper and a binding! I went in knowing that I wanted a dotted graph journal: but you do you!
Writing instrument
If you’ve ever been in school, you know that you can find random pencils and pens laying on the floor or forgotten on desks. That’s about as cheap as it can get.
Joking aside it really depends on the type of paper in your journal and what you plan on doing. My current journal has thinner paper with a more glossy coating so it has A LOT of ghosting when I use anything other than a pen (but that doesn’t stop me), and being a leftie+glossy paper = smug city.
I recommend using what you have when starting out and then branching out into stationary that interests you or something that you want to implement into your journal!
Eraser
I’m not joking. Always have an eraser. Never go in without using a pencil first, and keep that trusty pink pearl or the top of your pencil. JUST. DON’T. FORGET. THE. ERASER. EVER.
