While Vampires can be immortal in regards to age, once killed they cannot rise again. To make matters worse, they are weak to fire.
Not only is a Phoenix a creature of fire, powerful and great fire, but they can also reincarnate, turning to ashes only to rise again. The Phoenix just outclasses the Vampire.
While it is true that Vampires are immortal, much like the elves of Fey they can be struck down in battle and once they have they are gone. Pheonixes on the other hand will always rise from the ashes of their demise and in less then a day they are full grown once more, they are masters of fire manipulation and creation, and at times can be fire itself.
I mean- I love both, but if they were to battle, the phoenix would win due to their incarnation ability; and vamps are indeed highly weak to flames. Am sorry vampys-- but chur out matched.

It is the incarnation of fire, simply put a vampire cannot hope to defeat one on princiable alone as Vampires are weak to fire and the opposing creature is not only fire but rises up after death to live again.
