Not broken, but really good.
Duel Links got to the point of special summoning many monsters in one turn being something normal. We also don't have ways to negate it(Like Ash or Called by the Grave), therefore the strong effect of the card can't be easily stopped.
All that being said Duel Links still relies on backrow quite a lot, so if you skip your turn after Maxx "C" activation you probably won't immediately lose in the following turn.
Someone is coping rly hard when he says "if you skip your turn after maxx c activation you probably won't immediately lose in the following turn" (or you haven't played dl in a while)
It would absolutely be broken.
Since the deck in DL is much smaller in size compared to TCG; each draw and additional card in your hand is more valuable in DL compared to the TCG as you have greater chances to draw into cards you need.
Also if you’re thinking “well, just . Lol” the drastically low LP count in DL increases the chances of your opponent being able to OTK you if you don’t set up a board early enough.
The card is banned in TCG and OCG for a good reason and it is still a powerful card in Master Duel where there are more counters available unlike TCG or OCG.
