Vilya is one of the 20 Rings of Power and one of the three mightiest Rings, the three Elven Rings, which were forged by Celebrimbor self.

Usage: Controll the Power of Air
Vilya was wielded by Gil-Galad, the last High King of the Nõldor. Gil-Galad ed Vilya to his herald Elrond pruror to his demise at the Siege of Barad-dûr.
Elrond carried the ring during the second and the whole third age. Those three Rings were forged to be invisible so nobody would see them, unless when they were questioned.
The exact power of Vilya is not mentioned, but it was generally considered that Vilya is the mightiest of the three Elven Rings;
however it is reasonable to assume that it also possesses the power to heal and to preserve.
Vilya's main use was to create a realm Elves could be at peace.
The wielder of the Ring could use it to set an enchantment upon a chosen location, preserving all living things within the region. With this boundary spell it's possible that the wielder could influence the elements. It's unknown if Vilya can influence the air. However it's healing properties are strong, as Elrond was able to heal a Morgul wound.
As the Ruler Ring, the One Ring was destructed all Rings of Power slowly lost there power. As well as Vilya. After they lost there power they also lost there invisibility, so everyone could see them.
As well as Narya and Nenya, Vilya was taken to the West. Vilya was taken by Elrond.
