Is there a wiki or format for making locales? I wanted to try my hand at making a locale with it’s conflict and factions, but just wasn’t sure if there was a mandatory format or to just freeball it.

I mean, technically there's no such thing as a "mandatory" format.
If you wanna make all that from scratch, you can.
The point of a template is to make it easier.
So long as you abide by the community rules, you don't need a template.
