Res ploy fodder
Definitely neutral.
If you wanna run a full debuff Gunnthrá (Chilling Seal, Res Ploy+ Def Ploy), you don't want to drop that Res. The extra speed, whatever, Fury and horse buffs can fix. HP+/Atk-, don't even bother.
