I think it’s assuming max investment with full merges and good skills. If you look at it like that, it’s actually not bad.. I’ve got +10s (or at least decently invested versions) of a lot of the top tier units on their list and they pull their weight. I also face a lot of Tier 1/2 units in T21 Arena and T21-27 AR and they really do perform well. Sure some specifics are a bit off, but I also haven’t used every unit myself with high investment🤷🏻♂
