I don't think someone would choose active duty if he had the choice
My brother is in the military..I would not choose active duty either if I had a choice.

It’s none of our business why they chose not to be active duty. They probably have a reason. But, honestly, if they chose it because they are afraid, then they shouldn’t be placed on active duty anyway. Besides, I believe it can be very difficult to get non-active duty positions, and at least the one where they can be a police officer is being phased out.
