Personal Thoughts
I prefer promoting from a subteam more than holding curator applications. That is because I feel like they are already part of the staff then and have learned the majority of things. So, the few things they haven't learned yet can be taught through a trial when needed.
This way, they also know that if they work hard and show their potential, they will be promoted.

Curator Applications expand it to people who are genuinely interested in moderating but NOT the subteams/committees.
I value this since each subteam has a different expectation of the "ideal person". An ideal Welcomer mightn't be an ideal Curator.
Though I do Curator applications, I’ve noticed that my best Curators were usually the ones that were in a subteam beforehand
