My take...

Hand to hand combat

In this sector, I think Korra and Kuai Liang are reasonably equally matched. We can see great skill from both characters in hand to hand combat. However, Kuai Liang gets the edge because he is older than Korra and has trained in the Lin Kuei his entire life - therefore he has more experience.

Powers

In this section, Korra easily trumps Kuai Liang. Whilst Kuai Liang seems to be more efficient at using his powers offensively than Korra, Korra can control all four elements which can be used to her advantage over Kuai. Furthermore, whether Kuai has a similar capability to use his powers on the grand scale that Korra has in her series is unknown. Therefore, Korra gets the edge here.

Fighting techniques

For this section, it is going to be close. Kuai has years of experience of fighting, meaning he has likely mastered many techniques. However, we can see Korra has the capability to be resourceful and creative as well when she fights against Kuvira's robot. Therefore, for this section it is going to be a tie.

I think it would be a very close match, but I believe Korra would beat Kuai Liang for this reasoning.

Korra and Kuai Liang are reasonably matched on a broad scale, but as you already said Sub-Zero has the edge with his experience in combat, but Korra' s power is easily better than her opponent in of its utility and capability for creative solutions. Not to mention when she goes into the avatar state (if you count that still) she is virtually unstoppable
