This prompt features another OC Waru Momoku, while he isn't exactly a villain. Both of his parents are criminals.
Some lore one him: Waru was put up for adoption after his (bio) parents discovered they discovered he was blind (as well as a few other reasons). After being adopted, he grew up in a rural area, though most people were afraid of him due to his appearance, especially his sharp teeth. The fear only got worse once he got his quirk (I'll explain that later). But, his parents finally moved after he got jumped one day, which caused a scar on his lip, the reason he tends to wear a mask.
