think about it: Penelope and Chic have already worked together in the past (throw back to 3x22 "survive the night") they had tried to kill Jughead, Betty, Veronica and Archie, but they spectacularly failed. Chic is now in prison and I think Penelope's grudges and his desire for revenge on Riverdale have not changed, so I think she wants Chic to get out of prison and of course Charles wants it too, as apparently Chic and Charles have a relationship. Now, in the final scene of the 4x19 we see a video in which the of Jughead’s story (where he and his friends kill mr. Honey) is staged, before he modified it. Now, the odd thing is that only Betty read it, but if you thought about it, Charles would have logged into his computer, since he just had to go to the Cooper-Jones residence. And I think that he and Penelope have allied themselves to stage this "trick" of the videotapes and then their plan extends to get Chic escapes and "finish the job". I mean, do we really want to believe that despite everything Charles forgave Alice and FP for what they did (or not did) to him?
