I got bored and decided to make a tier list. Opinion can differ a lot between players, so please respect my own opinion. If you have any questions about a specific character, ask me in the comments and I will elaborate on why I chose their placement.

Luigi isn't good. At the highest he's at the lower end of "has potential".
Also Lucario is really underrated. He so many ridiculous things it's insane.
Pikachu is better than Pichu. Especially after the nerfs Pichu just received.
Last thing. PAC is waaaaaayyy too low. He's considered a high tier by many players. And with the stuff he has, I find that really agreeable.
I agree that Pac is too low because in hindsight I should have put him higher. I haven't seen Lucario's potential yet. I agree that he's underrated but until I see his potential I won't put him any higher. Pichu did get a lot of nerfs but he still has a lot going for him, I still think he's pretty insane, just dimmed down a bit. Pikachu can be more consistent but hasn't been pushed to the same level as Pichu imo. With so many amazing Pichu players, his potential has been shown and fully maxed out. Pikachu doesn't have many top level players, so while he has the potential to be better than Pichu it hasn't been shown yet.
That's just how I view it, at least.

Alright, fair enough. It's just I think Pikachu is better because he's a lot more consultant with a lot of important things.

also isabelle and ganon aren't "good"
In hindsight I should have put Pac higher, so that I can agree on. I put Ganon in good because of his good aerials and strong kill power. He has many issues, but I put him into good because his potential has already been shown. Isabelle I've always thought to not be bad. She isn't great either but I felt she was decent enough to be put into "good" tier.

He doesn't have any moves that you can use against a shield and not get punished for it

Down smash, ive seen it break a few shields besides, who attacks a shielding person unless its a move that can break shields

If you parry it, there's nothing he can do. Plus the move doesn't real a full shield. If it did I may reconsider the whole "not safe in shield stuff" but that isn't the case.
Imo Pacman should move up a tier.
Same with Ness.
