I'd honestly say it depends on your character. If you're playing something like the Shotos, you just buff the special attack and physical attacks
If you play someone like Olimar you'd buff projectiles to Max
So there isn't really a solid answer to what is the strongest
And then there is also the whole attack shield grab stuff so yea-
