After Moussaieff Diamond's shattering, Hope and Chameleon Diamond started "hiring" any gem they could to be 'police' and 'detective' gems.
These gems were usually stray soldiers, cracked, or semi-corrupted gems that had nothing better to do. Most hired gems did not care about their assignment and just enjoyed having less work to do than normal.
