I was thinking how Pearl got a phone rather late in the show, and considering later Garnet has her own phone too, I wondered if Greg got a family plan and put the Gems on it.
Steven's had a phone for the whole series and it's doubtless ed and paid for by Greg. But while it's not impossible to get a phone without a legal identity, it's much more practical to have one tied to a ed citizen like Greg.
Headcanon: Greg has a Crystal Gems family cell plan.
