Making a Debating Society at University?

I was looking at ing a debating society for my second year at university. However, turns out ours doesn't actually have one.

However, students have the power to form new ones. We fill in an online form and our student union help us form it.

So, I need a bit of advice. I know these groups are quite popular in the states.

Things I'd like advice on:

1. How to go about forming a detailed description for the application.

2. Best way to go about recruitment.

3. Potential debate topics (I've got some in mind but mainly about UK politics so I'd like a good range).

4. Ways to make it interesting for (ex: meetings in our student bar...).
