I've always wondered why he wore this suit to the Blood Moon Ball, because his usual attire consists of punk-ish, shredded clothes; mostly the colors of red, maroon, and black). Why not choose a black suit?
As far as I know the blood moon ball suit is the only white/pink clothing that Tom owns. The suit fits him and he does look good in it, but I think there's more to it.
1. He has to make up with Star. He's a (literal) demon, he's menacing in so many ways (spiky hair, horns, makeup, most importantly his anger issues, and his own culture), and the things that once lured Star into him might repel her away from him now. He doesn't want to scare her away and he can't take any risks. We all know he watered the Blood Moon Ball down just for Star, and I think he intentionally chose to wear the white and pink suit to the blood moon ball. It's white and has pink accents-all innocent looking and inviting colors, sweet even-and the laces and ribbons show Tom's attempt to conceal his anger issues yet to be resolved (It also shows the meticulous side of his personality which I like a lot).
2. His design in Blood Moon Ball is the opposite of Marco's black suit. Black often symbolizes power while white often symbolizes defeat and powerlessness(white flag). Marco, not Tom, gets to dance with Star under the Blood Moon. Tom loses his temper and gets frozen in a block of ice by Star.
