No,he isn't even partly at fault. Coin had wanted to kill those children and she would have used other means if the bombs had not existed. What if rocks had been used to kill them,woudk you have blamed them for existing?? Like i said weapons don't exist just by existing.

Gale indirectly killed prim. That’s my opinion.
I 100% agree. I don’t think he intentionally harmed her. He created the bomb, and Prim was at the wrong place at the wrong time 🤧
