Echeveria offspring is a little different than other offspring. It grows from a stem much like a flower. Therefore, many mistake it for flowers.
This is what they look like:

How to tell:
Wait for any clear sign it's a flower. If it starts growing leaves similar to it's, then it is most likely offspring.
What to do:
There will be a small cluster of leaves at the top. Cut that off leaving a little bit of stem. Put the stem in soil. There might be separate leaves that are scattered throughout the stem, you can propagate that.
