I created a mod called More Pre-War Flags Overhaul. It most importantly adds flags of Massachusetts and POW/MIA flags to various flagpoles around the Commonwealth, but it also adds a few other flags as a form of easter egg. Here's a list of what's added and how to obtain it:

Massachusetts - unlocked by default
POW/MIA - unlocked by default
Chinese flag - unlocked by completing quest "Here There Be Monsters"
Norwegian flag - unlocked by clearing the FMS Northern Star
U.S. Army flag - unlocked by clearing Fort Hagen or Fort Strong
U.S. Coast Guard flag - unlocked by clearing the Coast Guard Pier
U.S. Air Force flag - unlocked by clearing USAF Satellite Olivia
Flags added in the future?
Boston flag - unlocked by clearing the Boston Mayoral Shelter
50 star U.S. flag - unlocked by clearing the Massachusetts State House
Salem Volunteer Militia flag - unlocked by completing the quest "Gun Run"
