Little America, also known as "Canada," by regionalists, was finally formally annexed by the United States on June 3rd, 2072. Canada was organized as 13 territories (evidenced in Fallout: New Vegas which hints at an Ontario Territory [thus one can assume there was 1 for every province and territory]), which was a strategic choice since:
1. Former provincial and territorial governments could instantly be assumed into the United States without the need to create new governments
2. Anti-American sentiment still existed in Little America, especially in the Territories of Alberta and British Columbia, where most US troops were ing through
3. The 13 Commonwealths of the United States are independent of the federal government and have separated sovereign jurisdictions, of which maintaining domestic peace would be ed down to. By itting Little America's provinces as territories as opposed to commonwealths or less powerful states, the federal government maintains full ownership and jurisdiction, preventing any of the territories from purposefully neglecting their duties to end anti-American sentiment. Soldiers could be deployed and perform domestic duties with no legal backlash
Unfortunately, the world ended on October 23rd, 2077, only 5 years after Little America's liberation. Because of this, Little America never received a permanent spot at America's congress (although some evidence may suggest that at least one sovereign commonwealth was indeed created prior to the end of the world).
Do you think Canada would have been itted as 13 sovereign governments, or would they have been slightly united (British Columbia and Alberta as one, the northern territories as one, etc.), or would they have been entirely united (all provinces and territories as 1 Commonwealth government). My interpretation has been said by others already, but I've always imagined that Canada and Mexico weren't itted territories, but retained under occupation and martial law.
In Fallout: New Vegas, you can find a rifle produced by the company Long Branch Arsenal, which is stated to be from "Ontario, U.S.A. Territory." We know for certain that Canada was legally claimed by the US, with various reasonings as to why. Mexico was never claimed by the US and was invaded for its oil and other resources

Nope.
It would remain as many territories within the US. But not actually be granted political power for a couple of decades at the earliest

Well, you can't maintain forceful control forever. At some point in the future, the provinces would need to be itted to the Union or simply let go

As a Canadian I’d say 13 because unlike the u.s our provinces/ territories are already so huge and different culturally that ing them together would not make sense… also because i already made a flag
I feel like that is a bit ive-aggressive, but I see what you mean. In my opinion, the difference between British Columbia and Alberta is considerably less than many bordering US states like North Carolina and Virginia. And of course, there's the whole legal issue with how Canadian discriminations aren't independent, but American states are (read more here: http://aminoapps.programascracks.com/p/vqsm0z )
So, in conclusion, I think Canada would be divided in 4 commonwealths in Fallout since the creators of the commonwealth system clearly prioritize federalism over national rights

I was thinking about this flag, I never got a chance to appreciate how nice it looks. I would love to see it appear in a Fallout game that takes place near Canada, like maybe in Detroit or Seattle.
