4. Could the village function without a shadow Hokage?

In my opinion this depends on the era, since from the first kage to the sixth there wasn't one so the village could function perfectly without one since they were different thoughts, situations and eras, but now as Boruto is currently going I think it couldn't function well at all without them.

Hokage: How could that put us at risk? I don't understand.

Shadow Hokage: You always want to follow protocol to the letter, you never think for yourself.

Hokage: The rules are there for a reason, I can't just ignore them, understand.

Shadow Hokage: No, you understand that if you don't put people's lives as a priority... Then-

Hokage: Enough, we can't have this same argument every time we meet. Let's not interfere with each other's duties.
